The report that will not issue itself incomplete.
For UK regimes, Hovermarks generates the LOLER, PUWER, and PSSR statutory report formats and validates each against the regulation before issue. A report missing a required particular is not produced.
Most inspection apps will happily produce an incomplete certificate. The examiner signs, the PDF looks official, and the gap only surfaces when an HSE inspector or an insurer reads it properly, usually after something has gone wrong. Hovermarks will not issue a LOLER report that is missing a Schedule 1 particular. It tells the examiner exactly what is missing and where to fix it.

Schedule 1 enumerates eleven particulars a report of thorough examination must contain. Hovermarks holds each one as a structured field on the report, and checks all eleven are present before the report can be issued.
PUWER Inspection Record
Provision and Use of Work Equipment Regulations 1998, Regulation 6
The inspection record for work equipment, produced against the same asset register and the same evidence trail as the LOLER report, so equipment that falls under both regimes is inspected once and reported correctly under each.
PSSR Report of Examination
Pressure Systems Safety Regulations 2000, Regulations 9 and 10
The report of examination for pressure systems, tied to the written scheme of examination the system runs under, with the examination findings and dates carried onto the report from the record itself.

What the validator refuses to do
A missing particular stops the report
If a Schedule 1 particular is absent, the report is not issued. The examiner gets a list of exactly what is missing, each item citing its Schedule reference and where in the record to set it. A report missing a required particular does not satisfy Regulation 10 even when the examination itself was carried out correctly, so producing the document anyway would be worse than useless.
A report cannot contradict its own findings
If the examiner declares the equipment safe to operate while a defect on record is classified as an existing or imminent danger to persons, the report is blocked. The two statements cannot both stand on the same document, and a system that lets them is manufacturing a contradiction for someone else to find later.
Defects appear whether or not anyone linked them
Defects raised against the asset appear on the report whether or not somebody remembered to attach them to that examination. The report reflects the record, not the examiner's memory of the record.
What this does not do
It does not make anyone compliant. It makes the record defensible: complete against the regulation, attributed to the person who made it, tamper-evident, and consistent with its own findings. Whether the examination was adequate, and whether the examiner was competent to carry it out, stays where the regulations put it: with the examiner and the duty holder.

This is deliberate: a report missing a required particular does not satisfy the regulation even when the examination was done properly, so issuing it would create a document that looks compliant and is not.
- Does this make my organisation compliant?
- No. Hovermarks makes the record defensible: complete, attributed, tamper-evident, and consistent with its own findings. Whether the examination itself was adequate, and whether the person who carried it out was competent to do so, remains the examiner's professional responsibility and the duty holder's legal one.
- Which plans include statutory reporting?
- All paid plans. Statutory report generation is not gated to a higher tier.
- Is there a US equivalent of these report formats?
- No, and there is no reason to expect one. OSHA does not prescribe report contents the way LOLER Schedule 1 does; US inspection duties specify records and certifications rather than a fixed report format. For US regimes Hovermarks provides configurable checklists and tamper-evident certificates with public verification URLs, which is what those regulations actually call for.
